Forget the art of photography, and think "Communication". Unless you were hit in the head too often as a child, learning to use a camera is not that difficult.
Hell, if you're smart enough to point the damn thing in the right direction, the camera will practically take the picture for you.

All you have to do is convince a complete stranger in a foreign land that doesn't understand a word you're saying
to stop what they're doing long enough for you to take their picture.

Maybe it's something as simple as having them stand over here, in this corner, and ...
"Yes... keep reading ....and No, don't look at me ... That's it. Perfect !!!"

Fortunately, for the most part, a simple smile and a gesture , holding up your cameras is all it takes... 

But you do have to make eye-contact for that momentary connection for some spark to happen between you, another human-being and your camera.
